Contributor permission is only granted after siginificant contributions. The route to contributing is to use pull requests and have the commits reviewed by an existing committer.

Not necessary -- one of the PMC members shuld be able to ya as a
contributor anytime. done. Looking forward to your contributions. @Michael: JIRA contributor permissions allow people to assign JIRA issues to themselves. This is not the same as becoming a committer, for which one has to earn the merit first.
