In order to parse command line options for the cluster components ({{TaskManagerRunner}}, {{ClusterEntrypoints}}), we should add a {{CommandLineParser}} which supports the common command line options ({{--configDir}}, {{--webui-port}} and dynamic properties which can override configuration values).
