When compiling Flink devs can already set a variety of command line options to speed up the process, for example skipping checkstyle. We also do the same thing on travis.

However, not only is it difficult to keep track of all possible options, it is also tedious to write and obfuscates the actual command.

I propose adding a {{fast}} profile that skips non-essential plugins, including:
* rat
* checkstyle
* scalastyle
* enforcer
* japicmp
* javadoc
* surefire
