In order to better test components like the {{JobMaster}} we should introduce a {{BackPressureStatsTracker}} interface and rename the current {{BackPressureStatsTracker}} class into {{BackPressureStatsTrackerImpl}}. This will simplify testing where we have to set up all these things.
