For supporting different timezones, it might be necessary to offset windows by some hours (e.g., -8). The DataStream API allows to define [offsets|https://ci.apache.org/projects/flink/flink-docs-release-1.3/dev/windows.html#tumbling-windows]. Flink SQLs group windows should also support such a behavior. It might be necessary to introduce the semantics to Apache Calcite first before we can implement it in Flink.
