Currently, both AWS and GCE don't have a {{HADOOP_CONF_DIR}} set by default. This makes the out-of-box experience on these cloud environments bad because not setting it results in errors that are not obviously clear.

In case {{HADOOP_CONF_DIR}} is not set we should check if {{/etc/hadoop/conf}} exits and set {{HADOOP_CONF_DIR}} to that.
