The {{HadoopUtils#getHadoopConfiguration}} should not load the global configuration via {{GlobalConfiguration.loadConfiguration}}. Instead we should pass a valid Flink configuration to the static method. Otherwise, we will load the global configuration whenever {{HadoopUtils#getHadoopConfiguration}} is called.
