With FLINK-6773, we introduced optional snappy compression for keyed state in full checkpoints and savepoints. We should offer users a way to register their own compression formats with the {{ExecutionConfig}}. For this, we should also have a compatibility story, very similar to what {{TypeSerializerConfigSnapshot}} doesfor type serializers.
