The python api contains some unnecessary (2 second!) sleeps after the python process created. These are now plain unnecessary with the recent refactorings in FLINK-5650.
There are furthermore some sleeps after process shutdown, which can be reworked as well.

Preliminary tests show that this will have off roughly 40 seconds from the test execution :/
