This task is intended to support stream-stream inner join on tableAPI. A brief design doc is created: https://docs.google.com/document/d/10oJDw-P9fImD5tc3Stwr7aGIhvem4l8uB2bjLzK72u4/edit

We propose to use the mapState as the backend state interface for this "join" operator, so this task requires FLINK-4856.
