The current Release Candidates for 1.1.4 use an updated RocksDB version with a changed memory footprint, which makes setups unstable that use a 1.1.3 configuration.

We should change the "predefined options" in the RocksDB state backend to reflect the 1.1.3 settings for the 1.1.4 release.
