In order to use the new {{KeyGroupAssigner}}/{{key group sharding}} the state backends need no be able to deal with key groups. For this, we first need to refactor the state abstractions. Specifically, this touches how key-grouped state should be stored and also how state is sent to the {{CheckpointCoordinator}} and how it is stored.
