Right now, the {{AssignerWithPunctuatedWatermarks}} and {{AssignerWithPeriodicWatermarks}} interfaces also require implementing a {{TimestampAssigner}}.

For cases where the source emits records with timestamps, its not necessary to extract timestamps again from the records, we just want to generate watermarks.
