Flink should protect its HA, checkpoint, and savepoint state against unauthorized access.

As described in the design doc, implement:
- ZooKeeper authentication w/ Kerberos
- ZooKeeper authorization (i.e. znode ACLs)
- Checkpoint/savepoint data protection
