All runtime parts of {{flink-streaming-java}} should be moved to {{flink-runtime}}.

Most difficult part of these changes I see in the JobGraph generation / Execution parts. We need an interface like the {{PlanExecutor}} in {{flink-java}} to delegate the runtime logic of streaming jobs to {{flink-runtime}}.
