The number of execution retries is configured via the Environment, but all other execution configuration happens exclusively via ExecutionConfig.

I think it will be more consistent to have it in ExecutionConfig only.

This will be an API breaking change.

What's your opinion? Should we move it to the ExecutionConfig?
