Currently, {{TtlStateFactory}} can only handle fixed type of state descriptors. As {{ValueStateDescriptor}} is not a final class and user could still extend it, however, {{TtlStateFactory}} cannot recognize the extending class.

 {{TtlStateFactory}} should use {{StateDescriptor#Type}} to check what kinds of state is.
