Being able to launch a cluster on GCE/EC2, run some jobs, stop it and restart it later, while having persistent storage attached is very useful for people/companies that need to run jobs only occasionally.

Currently we can launch a cluster, but it's not possible to stop the instances when we don't need them, and then restart them to pick up where we left off.
