In order to improve the extensibility of the file input stream decoration and decompression for Flink users, some adaptions would be beneficial:
* allow users to easily add new compression formats in the list of supported compression formats
* allow users to specify whether their stream decoration renders the file input unsplittable
* add documentation on how to decorate input streams and how to add new compression formats
