Since the docs build changed from Jekyll to Hugo ([FLIP-157|https://cwiki.apache.org/confluence/display/FLINK/FLIP-157+Migrate+Flink+Documentation+from+Jekyll+to+Hugo]), the [style guide|https://flink.apache.org/contributing/docs-style.html] needs to be adapted accordingly. The changes should also cover the [chinese translation specification|https://flink.apache.org/contributing/docs-style.html].
