When implementing FLINK-14392 we forgot to implement {{TestStreamEnvironment.executeAsync}}. As a consequence, when using {{TestStreamEnvironment}} and calling {{executeAsync}} the system will always start a new local {{MiniCluster}}. The proper behaviour would be to use the {{MiniCluster}} specified in the {{TestStreamEnvironment}}.
