StateFun's remote Java SDK currently does not throw if a user builds a {{StatefulFunctionSpec}} with multiple {{ValueSpec}}s that are registered under the same name.

A single state name is associated with a single {{ValueSpec}}, so we should restrict and catch this early from the API level.
