According to the RUNNING comment, some tasks are not in the true RUNNING state, and may take a while to reach RUNNING, or even fail due to some errors. why not to provide a state that truly reflects the Tasks RUNNING, indicating that all tasks are RUNNING and in this state they can process data correctly
