Due to the PyPI project space limit, the following 1.12.1 packages are missing on PyPI.
- apache-flink-1.12.1.tar.gz
- apache_flink-1.12.1-cp38-cp38-manylinux1_x86_64.whl

The request for increasing project limit is in the PyPI review process. Once this is approved, we should upload the missing packages.

During this time, trying to use the missing packages will fall back to the 1.12.0 packages.
