If user wants to use or try some feature that does not include in the "official" Flink image the user might need to build a docker image based on his local build. But there is such document([https://ci.apache.org/projects/flink/flink-docs-release-1.11/ops/deployment/docker.html)]

So I would like to propose that we might need to introduce some documentation about how to build the image from local build.
