This task is to enable pipelined region scheduling by default, via setting the default value of  config option "jobmanager.scheduler.scheduling-strategy" to "region".

Here are the required verifications before we can make this change:
1. CI, including all UT/IT cases and E2E tests
2. stability tests
3. TPC-DS benchmark in 1T/10T data scale
