Currently prometheus pushgateway metrics reporter supports custom labels through "[groupingkey|[https://ci.apache.org/projects/flink/flink-docs-stable/monitoring/metrics.html#groupingkey]]" for global labels of all metrics.

I propose also supporting custom global labels for prometheus metrics reporter. It is a very common scenario to pass labels in a production environment, e.g. project name.
