When we set a StateTTLConfig to StateDescriptor, then when the records is expiring it is deleted from the StateBackend.

I want suggest a new feature, that we can get the expiring results as side output, to process them and not just delete them.

For example, if we have a ListState that have a TTL enabled, we can get the expiring records in the list in side-output.

What do you think?
