If user wants to use pure table api program to read/write csv data, he should be able to do this with only the following modules:
 # flink-table-common (for filesystem connector)
 # flink-table-api-java (for TableEnvironemtn)
 # flink-csv (for csv format)

But right now it seems the user also has to depend on `flink-table-api-scala` because csv table source is in that module.
