Before 1.10, the default config of cpu cores for Mesos Workers is equal to taskmanager.numberOfTaskSlots. However, it is now 0.0 by default. I feel sorry I've not catch it in [FLINK-15196|https://issues.apache.org/jira/browse/FLINK-15196]. I think this change is unexpected to user thus we need to fix it.
