After FLINK-12482, we have already let checkpoint trigger and run via the mail box on task side, which means previous {{SynchronousSavepointLatch}} is no longer useful.

We should remove {{SynchronousSavepointLatch}} and its test {{SynchronousSavepointSyncLatchTest}}.
