Previously there is "gemv" method in BLAS that performs multiplications between DenseMatrix and DenseVector. Here we add another one that performs multiplications between DenseMatrix and SparseVector.
 * Add gemv method to BLAS.
 * Add BLASTest that provides test cases for BLAS.
