Currently the keyed state backend supports states like value, list, map, although they are quite useful, but it may not fits all user cases. 

User can develop their customized state backend based on different data store as a plugin, but they do not have access to customized state if the type is not one of those built-in types. 

I propose to add getPartitionedState method to RuntimeContext and KeyedStateStore interface to allow user to access their customized state, and it will not affect current code path.
