With FLINK-13750 we split the {{HighAvailabilityServices}} up into a client side {{ClientHighAvailabilitySerivces}} and cluster side {{HighAvailabilityServices}}. As part of this split, the method {{HighAvailabilityServices.getWebMonitorLeaderRetriever}} was deprecated. In order to not having to implement this method anymore, I suggest to provide a default implementation which throws an {{UnsupportedOperationException}} referring to the {{ClientHighAvailabilityServices}}.
