currently, SqlSplittableAggFunction is copied from Calcite and its `topSplit` method is extended to supports Left/Right outer join (see more: [CALCITE-2378|http://issues.apache.org/jira/browse/CALCITE-2378]). this new feature is only used for tpc-h now, so we will revert this class to make both planners available in  one jar.
