When developing flink jobs, there is some times use different soltgroup to expand threads.But now minicluster use default jobGraph.getMaximumParallelism(), sometimes is less than actual solts,so it can‘’t lanch job if not set TaskManagerOptions.NUM_TASK_SLOTS  . Is this needed?
