The Jira introduces a new module "flink-ml-lib" under flink-ml-parent.

The flink-ml-lib is planned in the roadmap in FLIP-39, as the code base of library implementations of FlinkML. This Jira only aims to create the module, and algorithms will be added in separate Jira in the future.
