             Summary: Test AvroExternalJarProgramITCase, get `JAR file does not exist`  Error.

             Project: Flink
          Issue Type: Bug
          Components: Formats (JSON, Avro, Parquet, ORC, SequenceFile)
    Affects Versions: 1.8.0

{code}

And run `AvroExternalJarProgramITCase` in IDE, I also got the follows error:

{code}

And test JAR file is placed in `target` folder. So we should change the jar file path.
