{{InfoMessage}} was introduced by [FLINK-3544|
https://github.com/apache/flink/commit/92ff2b152cac3ad6a53373c0c022579306051133], I think its usage is for metrics report. However, in current codebase it's actually no-use and I wonder if we still have some functions that it should have had. Otherwise I'd like to regard it as a legacy class and remove its logic.
