Implement CheckpointRecoveryFactory using jetcd. A CheckpointRecoveryFactory implementation consist of two components: CheckpointIDCounter and CompletedCheckpoint. CheckpointIDCounter will use jetcd sequencer API (FLINK-11808) while CompletedCheckpoint will use EtcdStateHandleStore (FLINK-11809).
