The [cluster setup|http://flink.incubator.apache.org/docs/0.6-incubating/cluster_setup.html] instructions include a setup description for HDFS.
Although it is probably the most common data source for Flink, HDFS is not required to run Flink in the distributed mode (except for YARN).
Therefore, the HDFS setup should be marked as optional.
