Basically, current {{SchedulerTestBase}} covers {{Scheduler}} tests, which is a schedule mechanism of legacy mode. We can remove it from  {{SchedulerTestBase}}. Besides, inner {{SchedulerTestBase}} there are two useful testing class {{TestingSlotPool}} and {{TestingSlotPoolSlotProvider}}. Extract them for further usage.
