Currently the createKeyedStateBackend(...) methods return AbstractKeyedStateBackend instead of an interface.

This makes it virtually impossible to write nice extensions to StateBackends that add additional functionality to existing backends while delegating other method calls.

It should be easy enough to add a new interface that extends everything that the AbstractKeyedStateBackend does and the method should return that.
