The current  {{BroadcastPartitioner}} uses the vars of {{set}} and {{setNumber}} as the condition for returning channel arrays.

Instead of using {{set}} and {{setNumber}}, we can just check whether {{returnChannel.length == numberOfOutputChannels}} as the condition to make it simple.
