[VOTE] Adopt jemalloc as default memory allocator in docker image

Hi all,

Following the discussion in [1], I would like to start a vote on adopting jemalloc as default memory allocator in docker image (we will certainly provide switch to change this back to previous glibc).

The vote will be open till November 10th (72h, including the weekend).
