FYI: Infra finished the TLP migration of Flink

Hi,

as per https://issues.apache.org/jira/browse/INFRA-8909 infra finished
moving Flink to a TLP project.

Please let me know if you find any remaining issues or report them directly
to infra.

The website and mailing lists are now running with the new name:
flink.apache.org.
The mailinglists were renamed, so there is no need to resubscribe.

Regarding the wrong mirror address on GitHub: Infra does not know how to
resolve this. The mirror is working. The only known solution would be
deleting our GitHub mirror. But I asked them to keep it because we have so
many open pull requests.

I'll open a Jira to rename everything (mailing lists documentation etc).

I think we are in the similar situation as to Spark when graduating,
we just have to move the PRs we wanted to new github mirror.

There might be a misunderstanding. I don't know the situation Spark had
when graduating, but our GitHub mirror is actually fine.
It has the right name, all pending pull requests are still there and there
is a redirection from "incubator-flink" to "flink".

The only thing not correct is that it says "mirrored from
git://git.apache.org/incubator-flink.git". BUT: The mirror is working ;)
Therefore, I vote to keep everything the way it is. Probably not so many
people will even notice this ;)

BTW: How could we even change that? Would we need to have infra drop the
github/apache/flink repo to re-create it with the different mirror
description.

Ah cool, thats good news. I think Spark may have asked new Github
mirror instead of "updating" the old one.
