FLIP-6 and FLIP-12

Hi all!

I updated the wiki with the following:

FLIP-12 (async I/O) should go into Flink 1.2. A pull request is there,
reviews have started.

FLIP-6 (cluster management refactoring) will realistically not make it into
1.2 - too much left to do there. It is also too big of a change to merge it
comfortably shortly before a release. I marked it for the 1.3 release (or
2.0 or whatever will happen there).
