Hi everyone,
I would like to share a discussion that we have been having on the PPMC list. Flink has successfully made two Apache releases and added 5 committers since entering the Incubator. The community is openly discussing in the mailing lists, and new contributors and users are coming to the project at a very good rate. I feel that this is the right time for Flink to graduate from the Incubator and become a top-level project (TLP). Kostas |

I feel very excited about this idea. From what I can see, the community has acted very mature. Releases and community growth are happening as well. The community is diversifying and the project's life and death no longer hinges on single individuals. IMHO, the main purpose of the incubator is to show that the project
adheres to the Apache Way and is able to grow its community. I think Flink has proven both, so I concur that the project is ready to graduate. Kostas said in his first mail that we made two successful releases so far.
Actually, we had 3 releases in the incubator (0.6, 0.6.1, 0.7.0). A bug fix release is not a big effort for the community code-wise, but we did the whole voting/compliance check three times so far ;) I'm subscribed to a few other Apache mailing lists (both incubating and TLP) and I have the impression that Flink is a very active and healthy project. Compared to when we entered the incubator, new users are showing up very frequently. Thanks to Kostas for bringing the discussions to the community and I
believe Apache Flink is ready for graduation as top level project. There are more and great things the community want to do, and I believe being ASF top level project (TLP) will better position Flink to grow the community. The Apache Flink has had several good releases, several good reports, and had invited new committers/PPMCs that demonstrates the community understands how to operate in Apache way. The project has successfully made two [I stand corrected, three] Apache releases and added new committers. The community seems to be good at welcoming new contributors, based on the interactions on the mailing lists. The core team members seem to have quickly picked up the need to make the mailing lists the medium of discussion and collaboration. I asked myself if there was any benefit to the community in staying in incubation longer, and I could not think of any. Alan.
