[DISCUSS] FLIP-77: Introduce ConfigOptions with Data Types

Hi everyone,

as mentioned in the [DISCUSS] thread of FLIP-54 [1]. The evolution of
ConfigOption is a very sensitive topic that touches many implementers.
We will therefore discard FLIP-54 and split it into several discussions
and FLIPs.

We propose FLIP-77 for introducing ConfigOptions with Data Types:

Compared to the data types in FLIP-77, it excludes a class type and
struct type.
