[ANNOUNCE] Flink 1.8 release branch has been cut

Hi Everyone,

I just created the branch for the Flink 1.8 release [1] and updated the version on master to 1.9-SNAPSHOT. Apparently we already had a 1.9.0 version in our jira [2].

I’ll create a first release candidate shortly, stay tuned!

into 1.8 branch before the first release candidate, I will do it ASAP.
